includes in the notice a justification for the reduction and an evaluation of the costs and benefits of the reduction and of the local economic, strategic, and operational consequences of the reduction; and
a period of 90 days expires following the day on which the notice is submitted to Congress.
Subsections (a) and (b) do not apply in the case of the realignment of a military installation pursuant to a base closure law.
